The review identifies recurring themes in the literature, including the need to measure the costs of classroom delivery in order to develop viable comparative studies and the need to connect cost-effectiveness or cost savings with quality of content and delivery as the development of high-quality online learning can require considerable investment. According to the review there is a scarcity of research and data related to costs and the cost-effectiveness of online learning.
